Evaluation/Feasibility Study Grant
DMV will send official letters emphasizing the legal consequences of riding illegally to a randomly-assigned sample of registered motorcycle owners who do not have a Class M1 or M2 license endorsement/instruction permit to legally operate the vehicle on California roadways. The licensing, crash, and traffic violation rates of those receiving the intervention letter will be compared to those who did not receive the letter, as well as the population of properly-licensed registered owners. The goals are to decrease the proportion of registered owners who are improperly licensed, measure the effects on license, crash, and traffic violation rates, and publish the findings for use by other states.

The California Highway Patrol (CHP) will implement a 24-month grant focusing on reducing motorcyclist fatalities and injuries, throughout the four counties with the highest statistics within CHP jurisdictions. The targeted counties are Los Angeles, San Diego, Orange, and San Bernardino. This will be accomplished by enhanced enforcement, including aerial support, public education campaigns to increase drivers’ awareness of sharing the road with motorcyclists, and motorcycle safety, outreach, and education efforts.

In an effort to reduce the number of persons killed and injured in speed related traffic collisions, the Department will use “best practice” strategies to increase speed enforcement and motorcycle safety. The strategies will include traditional speed enforcement efforts and the innovative “Back the Trailer Program.” The “Back the Trailer” Program utilizes a speed trailer for data collection and education purposes, and is then reinforced by various enforcement phases that use a combination of the speed trailer with officers “backing it” by conducting speed enforcement down the roadway from the trailer. Additionally, the Department will conduct special enforcement operations in an effort to reduce the number of motorcyclists killed and injured in traffic collisions. The highly publicized operations will target motorcyclists and other motorists who commit traffic violations that are primary collision factors in the majority of motorcycle-related traffic collisions.

Enforcement Grant
To reduce the persons killed and injured in crashes involving alcohol, speed, red light running, and other primary collision factors. “Best practice” strategies will be conducted by hiring fulltime traffic enforcement personnel supported by operations conducted on an overtime basis. The funded enforcement strategies include DUI/Driver’s License checkpoints and DUI saturation patrols. This program will also develop a “Hot Sheet” program. Court “stings” operations that will focus on DUI offenders with a suspended or revoked driver license who get behind the wheel after leaving court. This program will also concentrate on speed, aggressive driving and seat belt enforcement. Additionally, enforcement operations will be directed to intersections with disproportionate numbers of traffic crashes and special enforcement operations to reduce the number of motorcyclists killed and injured in traffic collisions will conducted. These strategies are designed to earn media attention thus enhancing the overall deterrent effect

These strategies are designed to earn media attention thus enhancing the overall deterrent effect.
